ITS33
The Operational Services Division (OSD) of the Commonwealth of
Massachusetts has awarded Sewall an Information Technology Services
(ITS33)--Solutions Providers contract for the development, customization,
selection, and implementation of geographic information systems
(GIS). Under the terms of this procurement, Sewall is pre-qualified
to provide a range of GIS services, including data conversion and
maintenance, database design and application development, software
and systems integration, and web services to government agencies,
municipalities, and other public institutions within the Commonwealth.
The two-year contract, effective 1 July 2008, allows statewide entities
to contract Sewall directly without utilizing the public bid process,
and is the primary statewide contract used by Commonwealth agencies
for the procurement of GIS services. There are no limits to project
or dollar size under the contract.
GUIDELINES
ON USING ITS33
Prior to issuing an order under ITS33, organizations must solicit
quotes from at least three prequalified vendors. The next step is
to develop an ITS33 Statement of Work (SOW), which defines the project
scope and becomes part of the overall contract agreement. The SOW
includes:
- Project overview
- Vendor and contractor single points of contact
- Vendor and contractor project managers
- Key vendor personnel, their role, and percentage of time commitment
- Project deliverables and metrics of acceptance
- Delivery milestones
- Payment terms
